Instructions
Preheat the oven to 375°F.
Cut the tops off the bell peppers and remove the seeds and membranes. Set the peppers aside.
In a large skillet, cook the ground beef over medium heat until browned. Drain off any excess fat.
Add the onion and garlic to the skillet and cook until the onion is tender, about 5 minutes.
Add the diced tomatoes, cooked rice, salt, black pepper, oregano, basil, and red pepper flakes to the skillet.Stir to combine.
Cook the mixture for 5 minutes, or until heated through.
Stuff the bell peppers with the beef and rice mixture.
Place the stuffed peppers in a baking dish and sprinkle with Parmesan and mozzarella cheese.
Bake for 30-35 minutes, or until the peppers are tender and the cheese is melted and bubbly.
Serve hot.
